SpruceID is a digital identity company that helps governments design, integrate and run identity, verification and data exchange systems for their residents. It is built for regional agencies and federal programmes moving from paper and legacy processes to digital IDs, mobile driver’s licences and online services that people can trust with their data.
The problem it solves is trust at both ends: residents want to prove who they are without handing over more data than needed, and agencies need credentials that phones, verifiers and other governments can all check.

What SpruceID Does
Governments are replacing plastic cards and paper forms with digital credentials, but each programme has to work with phones, verifiers and other agencies while protecting residents’ privacy. SpruceID builds that layer on open standards, with interoperability, zero trust and privacy-preserving verification as its design principles. Rather than a single closed system, an agency gets credentials and wallets that follow international mDL and verifiable credential standards, a way into services that reuses those credentials, and help moving the paper processes behind them online. Verification can happen online or offline, so the same credential works at a counter and on a website.
Products
Digital IDs
Digital IDs let a government issue identity credentials, including mobile driver’s licences, that residents carry on their phones and present without handing over more data than needed. They are designed to replace paper processes, and verification preserves privacy by checking only the attributes a service asks for.
Identity Wallets
Residents need somewhere safe to keep those credentials. SpruceID supplies identity wallets and the wallet infrastructure behind them, alongside SSO and credential platforms, and the same technology supports the digital immigration credentials piloted with DHS.
Identity Gateway
The Identity Gateway gives residents one way into many government services. It provides single sign-on across a government’s services, and its Zero Trust Exchange moves data between agency systems under zero trust controls.
Modernisation Services
Agencies with paper-heavy processes can move them online with document intake that uses OCR and structured data capture, redesigned forms with guided digital experiences, and integration with legacy systems as part of a wider digital transformation.
Open-Source Developer Tools
For developers outside government programmes, SpruceID has released Sign-In with Ethereum, Kepler, a self-sovereign store for digital credentials and private files, and DIDKit.
How It Works
The architecture is built from open-source libraries published under the spruceid GitHub organisation, mostly in Rust under the Apache-2.0 licence.
| Component | What it does |
|---|---|
| ssi | A core Rust library for decentralised identity. |
| sprucekit-mobile | Swift libraries and examples for adding verifiable credentials and mDLs to mobile apps, with a CocoaPods spec repository for the iOS SDK. |
| isomdl | A Rust implementation of ISO/IEC 18013-5 for mobile driver’s licences. The wider stack also follows ISO/IEC 18013-7, ISO 23220, W3C Verifiable Credentials and SD-JWT. |
| openid4vp and oid4vci-rs | Rust implementations of OpenID for Verifiable Presentations and OpenID for credential issuance. |
| Credential formats | Further libraries handle W3C Verifiable Credential barcodes, CBOR-LD conversion for TruAge credentials, COSE (RFC 8152) and a Verifiable Credential API for lifecycle management. |
| Verification modes | Credentials can be checked online or offline, including over NFC and by QR code. |
Identities And Systems Covered
| Residents and citizens | Holders of government digital IDs, mobile driver’s licences and other government credentials. |
|---|---|
| Immigration credential holders | Digital immigration credentials piloted with the Department of Homeland Security. |
| Government services | Public programmes reached through government SSO and the identity gateway. |
| Verifiers | Organisations checking digital credentials through verification and fraud prevention architectures. |
| Legacy systems | Existing government systems connected through integration and document intake. |
