Transcend builds data governance software that decides, at runtime, how personal data and AI agents may be used across a company’s systems. It is aimed at privacy, data and security teams that need consent, data rights requests and agent behaviour handled by one consistent set of policies rather than by manual work in each tool.
As AI agents start acting on the same data as people, Transcend extends that policy layer to what agents are allowed to do.

What Transcend Does
Privacy obligations usually get met system by system: a consent banner here, a deletion script there, a spreadsheet of where data lives. Transcend replaces that with a single decision layer that connects to SaaS tools, data stores and warehouses and applies the same policy everywhere. Its documentation sums up the approach as “encoding privacy directly into your business systems.” Every decision is logged rather than sampled, so the record is ready for an audit, and the same model is applied to the actions AI agents take on that data.
Products
Consent And Preference Management
Consent Management and Preference Management capture what each person has agreed to and what they would like to receive. For marketing and privacy teams, this is the source of truth that downstream systems check before using someone’s data.
DSR Automation
DSR Automation handles data subject requests, such as access and deletion, across connected systems. It removes the manual effort of finding and acting on one person’s records in many places, which matters when platform rules like Apple’s account deletion requirement set firm expectations.
Data Inventory And System Discovery
Data Inventory and System Discovery map which systems hold personal data and what kind. Classification runs at column level and updates in real time, so data teams keep an accurate map as systems change.
Policy Engine
The Policy Engine centralises policy decisions across the stack. Instead of each application interpreting privacy rules on its own, they ask the engine and receive a consistent answer.
Sombra
Sombra is the secure architecture behind the platform, built to protect sensitive data use cases with end-to-end encryption. It is the part that lets organisations with strict data handling needs use the platform without exposing raw personal data.
Transcend Rails
Rails is “the agent policy-as-code platform that controls agents and everything they touch.” It checks what an agent is about to do, such as browsing, spending or deploying, and allows, denies or escalates the action. Teams that already restrict what agents can reach use it to control what those agents actually do.
How It Works
| Component | What it does |
|---|---|
| Deployment | Transcend runs as a SaaS platform, and customers can also run it in their own environment or inside Snowflake as a native app, for teams whose personal data is concentrated in that warehouse. |
| Decision flow | Connected SaaS tools, databases and warehouses send decisions to the platform, which evaluates them against central policy and logs each result. |
| Rails policies | Rails policies are written in plain language and converted to Rego. Each change is simulated against real agent traffic before it is rolled out, and the runtime check happens on every proposed action. |
| Audit | Rails writes the agent, its owner, the rule, the policy version and any approver to an immutable audit trail that is compatible with OpenTelemetry. |
Identities And Systems Covered
| AI agents | Each agent has a named owner, its actions are governed by Rails, and it is quarantined when that owner leaves |
|---|---|
| Consumers and users | Consent, preferences and data rights for the people whose data a company holds |
| Data systems | SaaS platforms, databases and cloud warehouses, classified at column level |
Agentic AI Capabilities
MCP-Native Decision API
Rails is MCP-native and stack agnostic. Agents call its decision API through open source SDKs, so no proprietary client is needed in the agent stack. The same decision layer that answers privacy questions for applications answers action questions for agents, so one policy set covers both.
Kill Switch
“A kill switch stops any agent on any stack.” Security teams can halt a misbehaving agent wherever it runs, and the audit trail ties the stop to the owner and policy involved.
