A strong program combines discovery tooling with business ownership, because automated scanners can find patterns while humans determine whether the dataset is actually sensitive, regulated, or merely noisy.

Operationally, teams usually need three layers of control:

  • Discovery: identify stores, files, tables, messages, and API outputs that may contain sensitive records.

In those environments, the practical answer is not “perfect visibility” but a living control loop that continuously discovers, validates, and retires stale records.
