CVE-2023-22527 (Atlassian Confluence Data Center and Server Template Injection)

← Back to Glossary
By NHI Mgmt Group Updated October 17, 2026 Domain: Cyber Security

CVE-2023-22527 is a template injection vulnerability in Atlassian Confluence Data Center and Server. CISA added it to the Known Exploited Vulnerabilities catalogue on 24 January 2024, which means attackers have used it in real attacks. Atlassian Confluence Data Center and Server contain an unauthenticated OGNL template injection vulnerability that can lead to remote code execution.

What this vulnerability is, and why it matters in Confluence

Template injection in Confluence means attacker-controlled input is interpreted by the template engine rather than treated as inert text. In a product used for internal collaboration, that can turn a simple page-rendering flaw into server-side code execution, which is why this class of issue is operationally serious even before exploitation is confirmed.

For practitioners, the important distinction is that the vulnerable behavior sits in the content-processing path. That makes the bug dangerous anywhere untrusted users, integrations, or imported content can reach rendering logic, because the application may execute logic with the privileges of the Confluence server process.

How organisations assess exposure

Exposure review starts with asset inventory: identify every Confluence Data Center and Server instance, including internet-facing deployments, internally reachable admin panels, and secondary environments that may still accept production content or authentication traffic. If a deployment exists, check whether the vendor advisory and NIST National Vulnerability Database entry match that exact environment, then compare against the CVE Program record for authoritative identification details.

For internet exposure, look beyond the application homepage. Confluence instances are often reachable through reverse proxies, VPNs, and shared enterprise edge paths, so a service can appear “internal” while still being reachable from a compromised foothold. Cross-check access logs, published DNS, and application ownership so you do not miss shadow deployments.

Remediation and compensating controls

The primary fix is to apply Atlassian’s guidance for the exact affected product line and confirm that the deployment is no longer accepting the vulnerable request path. When patching is delayed, reduce exposure by restricting network reachability, tightening administrative access, and limiting who can submit or modify content that is later rendered by the platform.

Because template injection can lead to remote code execution, compensating controls should assume the server may be targeted before a fix lands. Segmentation, reverse-proxy restrictions, and conservative service permissions can reduce blast radius, but they do not replace remediation. Vulnerability Management Guide is useful here because it frames exposure review, prioritisation, and verification as a lifecycle rather than a one-time patch event.

Detection, compromise review, and identity impact

After exploitation, organisations should review Confluence logs, host telemetry, outbound network activity, and any unexpected changes to templates, plugins, scheduled tasks, or filesystem state. The point is not only to confirm whether the specific CVE was triggered, but also whether it was used as an initial foothold for credential theft, command execution, or later movement into adjacent systems.

Where compromise is suspected, treat session material, service credentials, API keys, and administrator secrets as potentially exposed. That is especially important in collaboration platforms because they often store integrations, tokens, and automation credentials that extend trust beyond the application itself. Cloudflare Thanksgiving breach 2023 is a useful reminder that unrotated service credentials can turn one product compromise into broader platform access, while TeamCity CVE-2023-42793 SVR exploitation 2023 shows how attackers often pair server exploitation with credential capture and downstream pivoting.

Risk and Threat Considerations

Template injection is dangerous because it converts content processing into execution, which gives attackers a path from a web request to code running on the server. In a widely deployed collaboration platform, that creates a high-value route to persistence, data access, and movement into the surrounding environment.

Failure mechanism: Malicious input reaches the template engine, is evaluated as logic, and executes with application privileges, allowing command execution or further abuse of the host.

Impact: A successful exploit can expose content, credentials, session material, and adjacent systems, and can create a durable foothold that survives routine user-facing remediation.

Standards & Framework Alignment

This section maps relevant standards and security frameworks to the operational risks and controls described in this guidance.

NIST SP 800-53 Rev 5, CIS Controls v8 and OWASP ASVS set the governance and control requirements practitioners need to meet.

FrameworkControl / ReferenceRelevance
NIST SP 800-53 Rev 5SI-10 — Information Input ValidationTemplate injection is fundamentally an input-validation failure in a rendered web application.
CM-7 — Least FunctionalityLimiting reachable features and services reduces the attack surface for template execution abuse.
AU-6 — Audit Record Review, Analysis, and ReportingPost-exploit review depends on logs and telemetry to confirm abuse and scope compromise.
Recommendation — Validate and sanitize Confluence input before template evaluation to prevent code execution. Disable unnecessary Confluence features, plugins, and exposure paths that can expand exploitability. Review application and host logs for template abuse, command execution, and follow-on activity.
CIS Controls v8CIS-7 — Continuous Vulnerability ManagementThe term names a known exploited vulnerability that must be inventoried, prioritized, and remediated.
Recommendation — Track affected Confluence assets, prioritize this KEV-listed issue, and verify remediation.
OWASP ASVSV15 — Secure Coding and ArchitectureServer-side template injection is a secure architecture and code handling failure in a web application.
Recommendation — Design rendering paths so untrusted content cannot reach executable template logic.

Practitioner Guidance

What to watch for: Treat Confluence as exposed whenever it is reachable from any untrusted network segment, federated access path, or shared enterprise edge. Unexpected template parsing errors, new child processes, outbound callbacks, and unexplained administrative changes deserve immediate review.

Governance implication: Ownership should sit with both the application team and the vulnerability management function, because the real decision is not just when to patch, but how to verify exposure, control access, and validate compromise after remediation. In practice, that means treating the product as part of a monitored attack surface, not just a content system.
