SAMATE

← Back to Glossary
By NHI Mgmt Group Updated October 25, 2026 Domain: Foundations & NHI Taxonomy

SAMATE is a software assurance program and terminology set used to organize and evaluate techniques for finding weaknesses in software. In security work, it helps map testing methods, defect classes, and analysis goals so teams can assess code quality, reduce exploitable flaws, and strengthen application risk management.

What SAMATE covers in practice

SAMATE is best understood as a software assurance organizing layer, not a testing tool or a single methodology. It gives teams a way to talk consistently about software weakness discovery, evaluation goals, and the kinds of analysis used to find flaws before release.

That matters because software security work often fails at the taxonomy level first: teams may run scans, reviews, and tests, but still disagree on what each activity is meant to prove. SAMATE helps structure that discussion so security, engineering, and assurance functions can align on the purpose of the assessment.

How SAMATE helps classify testing and analysis

SAMATE is useful when teams need to compare different ways of finding weaknesses, such as static analysis, dynamic testing, manual review, or hybrid assurance methods. The value is in mapping method to goal, so the organisation can decide whether it is trying to detect coding defects, verify security properties, or evaluate the strength of an assurance process.

That classification also helps reduce ambiguity in metrics and reporting. A result from one method should not be treated as interchangeable with a result from another just because both are labelled “security testing.” SAMATE gives practitioners a common vocabulary for separating technique, defect class, and assessment objective.

Why SAMATE matters for software assurance programs

Software assurance programs need repeatable language to support risk decisions. SAMATE helps teams describe what was tested, what kind of weakness was sought, and how confidence in the software should be interpreted after testing. That makes it easier to compare results across projects and over time.

It is also useful for governance because software assurance is usually a portfolio activity, not a one-off event. A shared terminology set supports procurement, secure development, assurance planning, and control mapping without forcing every team to invent its own labels.

When used well, the framework supports better prioritization: high-risk components can receive deeper analysis, while lower-risk areas can be covered with lighter checks. The practical goal is not perfect coverage, but clearer assurance decisions.

Where SAMATE fits alongside other software security references

SAMATE sits upstream of many implementation standards because it helps define the language around assurance methods and weakness classes. Teams often pair that kind of taxonomy with OWASP SAMM when they want to measure maturity in the software development process, and with SLSA when build integrity and provenance become part of the assurance discussion.

For control-oriented programmes, NIST SP 800-53 Rev 5 Security and Privacy Controls provides the more formal control catalogue, while SAMATE helps describe the testing or evaluation activity that supports those controls. The two are complementary: one governs the control objective, the other helps organise how software weaknesses are found and assessed.

Standards & Framework Alignment

This section maps relevant standards and security frameworks to the operational risks and controls described in this guidance.

OWASP SAMM, SLSA and NIST SP 800-53 Rev 5 set the governance and control requirements practitioners need to meet.

FrameworkControl / ReferenceRelevance
OWASP SAMMSoftware Assurance Maturity ModelSAMATE and SAMM both organize software assurance activities and maturity language.
Recommendation — Use SAMM to structure and measure secure development practices across the software lifecycle.
SLSASupply-chain Levels for Software ArtifactsSAMATE helps organize assurance goals that can include build and artifact integrity.
Recommendation — Apply SLSA to strengthen build provenance and artifact integrity in the software supply chain.
NIST SP 800-53 Rev 5CA-2 — Security AssessmentsSAMATE supports how software assessment methods and objectives are described and planned.
Recommendation — Define and perform software security assessments using CA-2 to support formal assurance evidence.

Practitioner Guidance

Common misunderstanding: SAMATE is sometimes treated as if it were a scanner, benchmark, or certification. It is none of those things. Its practical value is in creating a consistent structure for describing software weakness discovery and evaluation, especially when multiple teams use different testing methods.

Governance implication: If your organisation uses SAMATE terminology, define who owns the mapping between testing method, defect class, and acceptance criteria. That prevents assurance reports from becoming inconsistent across teams, tools, and release gates.
