Zero POA&M

← Back to Glossary
By NHI Mgmt Group Updated October 22, 2026 Domain: Governance, Ownership & Risk

Zero POA&M means no Plans of Action and Milestones remained open at the time of assessment. The control set was already in place, rather than being accepted as future remediation. For regulated environments, that signals completed implementation rather than deferred compliance work.

What Zero POA&M Means in Practice

A zero POA&M result means the assessed control set was already implemented and no remediation items remained open at the assessment point. In other words, the organisation was not relying on deferred corrective work to close compliance gaps.

That distinction matters because a POA&M is not just paperwork, it is the documented evidence that a control weakness still exists and must be tracked to closure. A zero balance therefore signals a completed posture at that moment, not a promise of future improvement.

How Zero POA&M Changes the Compliance Picture

For regulated environments, zero open items usually indicates that the assessor saw no unresolved exceptions in scope. It does not automatically mean every control is perfect, but it does mean there were no accepted shortfalls left to manage through a remediation plan.

This makes the term useful in procurement, contract performance, and audit conversations because it separates implemented controls from planned controls. The focus shifts from “what still needs to be done” to “what evidence shows the control set is already operating.”

Why Zero POA&M Is a Stronger Signal Than “In Progress”

Open plans of action often indicate known weaknesses, compensating controls, or time-bound remediation commitments. Zero POA&M removes that uncertainty, which reduces the gap between stated security posture and assessed security posture.

That is especially important when a buyer, regulator, or assessor needs confidence that risk has been addressed rather than deferred. If the evidence is credible, zero POA&M is a cleaner signal than a general assurance statement because it reflects closure of the assessed work, not intent alone.

When this term appears in practice, it usually aligns with a mature evidence trail, clear scoping, and control owners who can show implementation rather than aspiration. Those same conditions are often what make the result believable to external stakeholders.

Where Zero POA&M Is Often Misread

Zero POA&M is sometimes mistaken for a guarantee of absolute security, but it is only a snapshot of assessed scope and timing. Controls outside scope, newly emerging issues, or post-assessment changes can still create exposure after the assessment date.

The other common mistake is to treat a zero result as static. In reality, it is fragile if monitoring, change control, or recurring review slips, because a clean assessment can become outdated quickly when the environment changes.

Risk and Threat Considerations

A zero POA&M posture reduces the obvious risk of known, documented remediation gaps, but it can also create false confidence if people assume the assessment output is permanent. The main risk is not the zero state itself, but relying on it after the environment, scope, or threat picture has changed.

Failure mechanism: Control drift, unscoped assets, or later configuration changes can reintroduce weaknesses after the assessment, even though the POA&M remained zero at the time of review.

Impact: Stakeholders may overestimate assurance, miss newly exposed gaps, or discover that the organisation no longer matches the posture implied by the assessment result.

Standards & Framework Alignment

This section maps relevant standards and security frameworks to the operational risks and controls described in this guidance.

NIST SP 800-53 Rev 5 and CIS Controls v8 set the governance and control requirements practitioners need to meet.

FrameworkControl / ReferenceRelevance
NIST SP 800-53 Rev 5CA-5 — Plan of Action and MilestonesPOA&M is the control tracking construct this term is about.
CA-2 — Control AssessmentsZero POA&M is the result of an assessment that found no open remediation items.
Recommendation — Track open control weaknesses to closure and verify remediation status before claiming compliance. Assess controls on a defined cadence and document whether findings are open or closed.
CIS Controls v8CIS-17 — Incident Response ManagementA clean assessment can be undermined if later changes are not monitored and revalidated.
Recommendation — Revalidate control effectiveness after material changes so closed items do not silently reopen.

Practitioner Guidance

Why practitioners should care: Treat zero POA&M as evidence of closure at a point in time, not as a standing exemption from ongoing control validation. The value of the result depends on whether the underlying scope, inventories, and control ownership are still current.

What to watch for: Any major change in environment, architecture, contractor scope, or control ownership should trigger a fresh look at whether the zero result still reflects reality. If those conditions moved, the assessment output may be stale even if the paperwork is pristine.
