TL;DR: Modern access control now has to span humans, service accounts, and AI-driven access paths, because cloud sprawl, fine-grained entitlements, and legacy review cycles leave gaps in visibility, certification, and offboarding, according to Opti. The hard problem is no longer policy definition alone but keeping governance accurate as identities change continuously.

Editorial analysis by NHI Mgmt Group, based on content published by Opti: “Identity Governance: 7 Key Components, Challenges & Best Practices”.

Key questions

Q: How should teams handle access reviews in fast-changing SaaS environments?

A: Teams should move from periodic, app-by-app certification to centralized review of the full entitlement graph.

Q: Why do closed-loop provisioning controls matter in identity governance?

A: Closed-loop provisioning matters because access changes are only trusted when the identity system can verify that each entitlement was actually created, modified or removed as intended.

Q: What problem does ownership attribution solve for service accounts and API keys?

A: It closes the gap between exposure detection and accountable remediation.

Practitioner guidance

  • Map every identity class to a control owner Build a single inventory that separates human users, service accounts, API keys, workloads, and agentic identities, then assign a named owner and review cadence to each record.
  • Verify offboarding across downstream systems Do not treat a deprovisioning request as complete until connected applications confirm the account, token, or entitlement was actually removed.
  • Align access reviews to live entitlement data Feed certification campaigns with current account, role, and permission state so reviewers are not validating obsolete access snapshots.

Bottom line: Identity governance breaks down fastest when access state changes more quickly than certification and deprovisioning cycles can track.

Identity governance is no longer just an entitlement review discipline. It has become a control layer for continuous change across human and non-human access. The more cloud services, delegated permissions, and automated workflows an organisation uses, the less useful a static review model becomes. That shift forces IGA teams to think in terms of current state assurance, not periodic documentation.

A few things that frame the scale:

  • Only 5.7% of organisations have full visibility into their service accounts, according to the Ultimate Guide to NHIs.

A question worth separating out:

Q: What is the best way to extend segregation of duties to bots and agents?

A: The best way is to apply the same conflict logic used for humans, then map each bot or agent to an accountable owner and a bounded set of tasks, tools and data. Segregation of duties should block incompatible actions, such as creating and approving the same transaction, and enforcement should use policy checks at runtime plus revocation when the agent exceeds scope.
