Minimum cyber security controls: are your privilege controls keeping up?

TL;DR: Minimum cyber security schemes converge on three controls: least privilege, just-in-time elevation, and activity logging, according to Admin By Request’s 2020 guidance. NHI Mgmt Group’s view is that these controls matter because they define whether administrator power is bounded, observable, and reversible in day-to-day operations.

Editorial analysis by NHI Mgmt Group, based on content published by Admin By Request: “The Minimum Cyber Security Requirements”.

Key questions

Q: How should teams reduce standing administrator access?

A: Teams should reduce standing administrator access by replacing always-on privileges with just-in-time elevation, role-based access control, and separate admin accounts.

Q: When does just-in-time privilege elevation reduce risk more than it adds operational complexity?

A: Just-in-time privilege elevation helps most when teams need temporary, task-scoped access across infrastructure, cloud, and applications.

Q: Why does activity logging matter for privileged access?

A: Activity logging matters because privileged actions need a complete log of who accessed what, when, from where, and what changed.

Practitioner guidance

  • Define privileged access by task, not by job title Map which duties genuinely require administrative rights and remove standing elevation from any account that can operate safely without it.
  • Make elevation requests time-bound Require a reason for each privileged action and expire the elevation automatically when the approved window closes.
  • Separate standard work from admin work Use standard accounts for day-to-day activity and reserve administrator credentials only for controlled administrative actions.

Bottom line: Minimum cyber security baselines converge on the same privileged access problem: too much access, for too long, with too little evidence.

Least privilege is the control that gives minimum security requirements operational meaning. The baseline across the cited government schemes is not policy wording, but a narrower permission set for ordinary work. That is the point where human IAM and PAM converge: if the access model cannot separate standard work from admin work, the organisation has not really reduced risk. The practical conclusion is that privilege scope must be designed around task necessity, not around convenience.

A question worth separating out:

Q: Why do stale identities weaken least privilege and just-in-time access?

A: Least privilege and just-in-time access depend on current identity state, current ownership, and accurate privilege scope. When stale identities remain active, the control can still operate but it no longer reflects the real access landscape. That creates hidden standing privilege and undermines the assurance the programme is supposed to provide.
