Privileged account discovery: are your controls waiting too long?

TL;DR: Privileged account discovery is about identifying elevated human and non-human access across systems, but Xage Security’s analysis argues that traditional PAM workflows often delay protection while discovery, classification, and onboarding run first. The more useful model is parallel enforcement, because unmanaged privileged access is already risk even before it is fully inventoried.

Editorial analysis by NHI Mgmt Group, based on content published by Xage Security: “What Is Privileged Account Discovery in IT and OT?”.

Key questions

Q: What breaks when cloud privileged accounts are not continuously discovered and managed?

A: When discovery is incomplete, organisations lose visibility into unknown admins, stale delegated access, and privilege changes that happen faster than manual review cycles.

Q: Why do service accounts and machine identities matter under NIS2?

A: Service accounts and machine identities matter because they often carry the permissions that move data, trigger reports, and feed AI workflows.

Q: How should security teams decide what to protect first in a privileged discovery programme?

A: Prioritise the accounts with the highest reachable privilege and the weakest current visibility, including shared credentials, service accounts, and identities that touch critical systems.

Practitioner guidance

  • Deploy parallel PAM enforcement Allow privileged access controls to activate while account discovery, classification, and onboarding continue, rather than waiting for a complete inventory.
  • Expand discovery to non-human identities Include service accounts, machine identities, workloads, applications, and AI agents in the discovery scope so privileged reach is not limited to named users.
  • Treat discovery latency as a risk signal Track how long privileged identities remain undiscovered or unclassified, because that window represents unmanaged access exposure, not administrative backlog.

Bottom line: Privileged account discovery is a visibility function, but it does not reduce risk unless access controls can operate before the inventory is complete.

Parallel enforcement is the only defensible discovery model for modern PAM. Discovery no longer behaves like a front-end prerequisite because privileged access is distributed across humans, services, machines, and agents. When discovery becomes a gate, the organisation accepts avoidable exposure while waiting for completeness. The better governance model is to let control and classification progress together, so protection starts before the inventory is perfect.

A few things that frame the scale:

  • 97% of NHIs carry excessive privileges, increasing unauthorised access and broadening the attack surface, according to the Ultimate Guide to NHIs.

A question worth separating out:

Q: What is the difference between privileged discovery and privileged access control?

A: Discovery finds and classifies privileged identities, while access control limits what those identities can do. Good PAM programmes do both, but they should not wait for discovery to finish before enforcing restrictions. The correct sequence is visibility plus control in parallel, especially in hybrid and OT environments.
